Leaves down trunk

Why does my maple have leaves all the way down the trunk after pruning? Is there a way to keep branches from growing low on trunk?

The tree was topped. When this drastic cut is done, the tree is attempting to put out more leaf area to compensate for the huge amount lost to the topping job. This is a bad arboriculture practice. See more here: https://www.treesaregood.org/portals/0/docs/treecare/WhyToppingHurts.pdf

If desired, the low shoots may be pruned off.
