bee like flying insect

the other day I saw large black bumble bee like insects about 50-80 flying at grass level like they were individually searching for something after about an hour they were gone except a hand full they weren't swarming just flying close to grass level any idea

There are a number of ground nesting bees in Pennsylvania. The physical description sounds like Andrena. You can read up on that at

Maybe the giant cicada killer? They will cruise the space above the turf. But they look more like a wasp or hornet. check out this fact sheet.
