Deutzia Yuki Cherry Blossom Fungus?

I spotted these patches of white on my Deutzia Yuki Cherry Blossom plants this morning. The plants were planted about a month ago. Is this something I need to do something active about? Thank you! Jeanne in Silver Spring, MD

This looks like planthoppers. The white waxy material is produced by the nymphs.
No control is necessary. However, you can wash it off the stems of your plants with a stream of water. Here is our web page https://extension.umd.edu/hgic/topics/planthoppers-flow
