Dahlia leave wilting

Hi I have this Dahlia leaf wilt up and curl. I have sent some pictures. Is this a fungus that I should spray with a fungicide, or is it something else? I only found it on one plant out of 20. I have been monitoring them daily. It just rained last night, so I thought there was enough water. I found the leaf damage in at 1:00pm when the sun was bright. Thanks, Bob

Check the leaves over with the strongest magnifying lens that you have. It looks like powdery mildew but the magnification is too low to be sure. If the whole plant is wilted it could be root rot. It has been very wet, if the dahlia stayed too wet it could be causing problems.
