What is attacking my ever bearing raspberries?

Am finding a whitish, lumpy ( looks like cotton fibers or fine down) material on the canes or ends of branches. (See picture). It often has a population of insects in it that are covered with the white stuff and will quickly hop away if you touch them. Seems to weaken the older cane eventually. Found a bit on my rhubarb patch and on an occasional weed. Raspberry patch borders our pond so roots always damp.

Those are plant hopper nymphs (juveniles). Apparently there have been quite a few of them this year. Insecticidal soap will take care of them. https://bygl.osu.edu/node/348
