Fern Peony

I have had a fern peony for several years that has never bloomed. I moved it to the east side of the house where it gets at least 6-8 hours of sunlight two years ago. It forms a small bud but it never forms into a flower.

Peonies do not like to be moved. Also, it should be planted with the eyes just barely below the surface of the soil. They are a full sun plant and the soil could also be a problem. Here is a link to their care:https://homeguides.sfgate.com/care-fern-leaf-peony-65415.html
