Rudibeckia pest

I have small beetle-looking pests eating the leaves AND blooms on my rudibeckia. Do you know what this pest is and best methods for treating it?

We cannot id the beetle from your photos but can say they are not eating your rudbeckia. This looks like the work of a deer or even a groundhog. A beetle of that size would cause holes in the petals or possibly even eat an entire petal but could not consume as much plant material as is missing from your plants.
