June Snow dogwood

Hello, I am an arborist in Portland and am truly puzzled on the cause of the leaf curl. The new growth seems fine but previous years growth is curled and displaying early fall color. Berries are darkening. Tree is on a slope with full exposure, no girdled roots and well pruned (interior leaves seem healthy) Any thoughts? Thank you!

For the curled leaves on dogwood, it looks like this could be early signs of herbicide damage. Was the area recently treated for weeds? Did any spray land on the trunk?

Some herbicides turn into a vapor if applied on a warm day? Did that occur?

Lastly there are compost and soil products circulating the metro area this spring with persistent herbicides that impact plant growth. Was compost/or soil mix applied at the base of the tree this year?
