Variegated Birch Problem

I have a small variegated birch tree that we planted many years ago. Some of its leaves are covered in a gray bumpy substance and some branches have no leaves. Any idea what this is or how to get rid of it?

I really can't say what it is. It doesn't match the types of afflictions that typically affect birches. I recommend sending a sample to the U of MN Extension Plant Disease Clinic for a diagnosis.
