Oak tree
My 7 year young oak tree had leaf buds but the buds are now dry and brittle. The tree never had one leaf, but the dry buds remain. The trunk has several new shoots at the bottom and up the trunk. What is the matter with it?

No way to know from this vantage point what may have been wrong with your oak as there can be a number of different reasons for it such as insects or disease, or both, possibly something as simple as lack of water. The tree appears to be expired but leave it in place until confirming that it actually is dead. Any new growth anywhere is a good thing at this point.
