Is the large bushy plant a weed? It comes back every year. And blooms poms of white little flowers.

Hi - There are a couple of late-flowering native plants that look like this. Late-flowering thoroughwort (Eupatorium serotinum) or another Eupatorium species, or white snakeroot are possibilities.
The flowers would be needed to help with further identification.

If you like the plant, you can leave it. The tiny flowers of these plants are valuable for pollinators and beneficial insets. If you want to remove it, you would have to dig it out to remove the root system.
