Plant Identification

A friend asked me to see if I could identify the plant in these photos. I first checked with the Dorchester County Extension Office and they referred me to HGIC Thank you Conrad

Hi - The foliage and leaf arrangement look like willow oak (Quercus phellos) but the shrubby habit is unusual. Do you know if this was a tree sapling that had been pruned down or topped? Young trees that are cut back can form a shrubby growth habit if the main trunk is pruned down, so that might be a possibility to ask your friend about. We typically need to see more characteristics (flowers, fruits/seeds, buds) in order to identify plants.
