Those are Rose Chafer beetles (Macrodactylus subspinosus). They are very common in our area and are having a really good year this year. Most healthy trees can tolerate the damage from Rose Chafers. If the trees are newly planted, then it would be good to pick as many of the beetles off as you can. You can put them in a bucket of soapy water to kill them. Providing extra support in the form of irrigation during drought periods will also help the trees recover from the chafer damage.
