The wood-boring tunnels are extensive and the sapwood has been all but destroyed on this tree. The shed bark cannot be regrown. Emerald Ash Borer, the invasive beetle, is likely to blame, at least in part. https://extension.umd.edu/hgic/topics/emerald-ash-borer-eab
If you replace the tree, a species other than Ash is recommended. While healthy Ash can be protected with regular insecticide treatments, this would lessen the wildlife value of the tree and be quite costly over time.
