Young oak tree growing leaves along trunk and not branches.

Our builder put in 2 young oak trees. Both are growing leaves on trunk with few leaves on branches. What should we do?

Were the trees planted recently (1 to 5 years)? If so, the die back may be lingering evidence of transplant shock.
