Pre-emergents (other than Treflan)

I am on the Landscape Committee for our Townhouse Association. The Nursery with which we are working has a good plan for the restoration of the grounds, except that we are concerned about the pre-emergent (Treflan) suggested for a strip/berm along the sidewalk and public street on the west edge of the property.

Can you suggest an effective non-toxic (non-carcinogenic to humans) pre-emergent that is currently available? We are older mostly-retired residents and want to avoid any Round-up type pesticides after some of us have had serious health problems after use of Bayer-Monsanto products. (Run-off can go into street drains.) Can you help?

One choice you could consider is corn gluten meal. Corn gluten meal has been found to be a somewhat effective preemergent herbicide in our area (but not elsewhere in the country, so it is highly dependent on climate and soil). CGM has been packaged for homeowner use. Read here:

CGM is also a 10% nitrogen fertilizer, so it reduces the amount of fertilizer you need. However, it is not as effective as the manufactured preemergents (which, by the way, are not anything like Roundup).
