Can strawberries survive a Minnesota in a raised bed?

The soil in raised beds can get significantly colder than in the ground. But you can improve the strawberries' chances by making the raised bed large (and planting the strawberries in the center) and by increasing the winter mulch you use. Since strawberry crowns only survive in temperatures above about 20 degree, a winter mulch is necessary anyway, so simply increase that mulch. Some information is given here:
