Bush Cucumber and Green Pepper Plant Problems

I'm attaching a few pictures of my bush cucumber and green pepper plants. I don't see any insect activity but there are holes and yellow spots on them. I've been spraying Neem Oil once a week.

My guess would be slugs. Damage from slugs is typically ragged holes, especially on the margins of the leaf. They might be living under the rock mulch. Put out some plywood or cardboard overnight to see if you can trap some to make sure of the identification. Read here:

I'd stop the Neem until you've got a positive identification.
