Flies in the Vegetable Garden

Hello! I am a first-time vegetable gardener (and really gardener at all) and I've got a little square foot garden in my yard. I have been seeing slow-moving small black flies with red eyes hanging out mostly on the bottoms of plant leaves in my garden, and I was wondering if these are bad, good, or harmless? Hi- we can't be sure, but this may be the adult stage (2nd generation) of the seedcorn maggot- a very common pest that is not usually very significant in vegetable gardens. If you have not had problems with large seeds (bean, corn) or transplants infested with maggots you don't need to worry about it.
