Growths with bugs on a Hickory tree

What are they and should I be concerned?

I found my answer Phylloxera. Mostly harmless and really nothing I can do.

To try and manage the pest so that the galls are not as numerous next year, an application of dormant oil sometime after the tree senesces its leaves in the fall could be an option. It seems that this insect may overwinter as eggs on the bark of the tree and hatch out as leaves are forming in the spring. You are correct that there is little to be done for the tree at this point as far as I am aware.
