Hail damaged cedar and juniper

Hail storm last fall. Trees are one to 3 years old. Starting to green up at the bottom. I have been told Junipers will retop but not the cedars. I do not want bushes. Should I replace all of them or can they be pruned and have a chance of growing into full trees? Tops of all the trees have been broken off.

Juniper and cedars are the same thing (though different species), If the tops of all are broken off it will be a lot of work to prune and train them back to a single leader. It may be quicker to replace.
