Dandelion Propagation

After applying herbicide on the dandelion flower, the dandelion stem curled up but “fluffs” prevailed. Are these still producing viable seed or are they sterile seeds?

I suspect that this “fluff” contains viable seeds that will propagate more plants. The herbicide that you applied was largely taken up by the leaves and not by the flowers. In the flowers that had been present, seed development would still occur albeit to a lesser extent. The key factor in controlling dandelions with a herbicide is to apply this herbicide before any flowers are formed.
