Dying evergreens

Hello. I am seeing all types of pines and other evergreens that are clearly dying.rust colored needles from the bottom and creeping upward. Is this a beetle infestation?

The pattern of evergreens dying from the bottom upward is not characteristic of beetle infestation. It is more characteristic of needle cast or needle drop disease problems. To protect the trees the fallen needles and dead branched must be removed be removed. the tree will need to be sprayed with a fungicide every 7 to 10 days, March through May to control the disease.
