Best time to water vegetable garden

Hello, I have heard that tomato plants should be watered in the morning. Does this apply to other vegetables too? Also, what is the time cut-off for morning. Is watering at 11am too late or fine?

Yes, in fact, all plants and even lawns should be watered in the morning. This helps to prevent the leaves from staying wet overnight. It should be okay to water at 11 am. The cut-off is probably about noon. If that is the only time you can water it will work out.
