The 2 causes for curled laves on pear trees are aphids and powdery mildew.
If you don't see aphids (small sucking pests) or debris of their dead bodies when you carefully unroll the leaves, the cause is powdery mildew, a common fungus disease of pear leaves during spring.
It's too late to apply any spray. At this time you can ignore the mildew but do collect and discard the leaves when they drop early.
Neither solution make sense. No sign of either. These leaves are coming out curled. Suspect something in the bud itself.
Has any herbicide (weed killer) been used in the yard either this spring or last fall?
Is this a fruiting pear or an ornamental flowering pear?
