Dead branch on curly leaf dogwood tree

On the lower section of subject tree there is a dead branch. It is about 6' long. How, when should this branch be removed? The rest of the tree is in good condition.

Dead branches can be removed from trees at any time of year.
You will want to prune just outside of the branch collar, so that the tree has the best chance to heal itself, by covering the area with callous tissue. You should not apply anything to the cut.
