Secondly, he mentioned leaf tatter on oak, which is something we haven't seen very often, https://www.fs.usda.gov/naspf/sites/default/files/publications/pest_alert_oak_tatters.pdf
There is not much you can do for either one. Hopefully, it can outgrow this. Keep it watered during periods of drought.
