Fig tree

We planted a fig tree two years ago. Each year there are several woody shoots/branches that survive the winter but do not grow in spring. The second year we trimmed the branches to a 4 foot height. There is new growth only from the base each year. How can we get fruit? How do we get it to produce more than leafed branches each year?

Thank you so much for your question. I would first ask you what type of fig we are inquiring? Planted in ground?
