Arborvitae problem-can it be saved?

Is it possible to save an arborvitate where bottom branches are bare (one foot up from the bottom). They are approximately 6 ft tall and have had for about 5 years. They face west sun.

The bare branches are probably from too little water in the summer. A lot of heat reflects off the brick in late afternoon. Give it water whenever the soil is dry to a depth of 2 inches. Overall it looks ok.
