My apologies on the delay. I have sent the picture to a herpetologist for ID. The only known venomous snakes in Delaware are Copperheads which I can safely say this is not. I will be in touch when the ID comes through. Thank you very much for the question!!

"The snake is an Eastern Gartersnake. The strange color is a result of the chromatophores in the skin changing or degrading after death. This sometimes changes the skin color to blue or green."
