BBC gardener Monty Don recommended applying 2” of composted manure with lime added as a mulch around plants in spring. Would this work in MN, and if so, what’s the proper ratio of composted manure to lime? Thank you.

You would use lime to neutralize really acidic soil. Unless you have particularly acidic soil, I would forego adding the lime. The composted manure would be more than sufficient to topdressing gardens in the spring.
If you are concerned about acidic soil, I would recommend a soil test. They are pretty inexpensive thought the U of MN: http://soiltest.cfans.umn.edu/
