Yellow wood tree having issues

My yellow wood tree is not flowering or leaving out normally. It is about 25 years old. It’s been beautiful every year. Long stems of white flowers. This year the stems fell off and leaves are still small. Please say we can save this lovely tree.

In general, Yellowwood (Cladrastis kentukea) is not known for having many insect or disease problems.
We would like to see some photos and receive more information about the tree so we can see what you may be dealing with. Please send photos of the whole tree, around the base of the tree, and affected foliage/flowers.
Where is the tree located, what are the site conditions, any construction in the area, drainage, etc.
