Scraggly Rose leaves

My roses are leaving out nicely, but several bushes have feathery, scraggly leaves on some branches. What should I do about these? I may have had some visits by deer. Could they be to blame?

Thank you for the image. It reveals damage from herbicide (weed killer). This most likely occurred due to drift on a breeze. Such damage occurs inadvertently while spraying nearby weeds. Several herbicides which can produce this sort of damage are 2,4-D and Crossbow.

There's no guaranteed way to repair the damage. Given time, and water when needed, the rose may recover if it received a sub-lethal dose.
