Peony failure

I've had two peonies in the same spot for more than twenty years. They should be in bud right now. Instead, they have just emerged and are sparse and stunted. What could the problem? I don't use chemicals of any kind.

You may be dealing with several issues such as root loss, too much shade, etc.
We would like to see photos of the plants so we can see what you may be dealing with. Please give us more information such as what are the site conditions in your yard, has anything changed recently, how do you care for the plants, what are the soil conditions, etc.
