Pruning shrub

Would like advice/opinion on pruning top of these arborvitae shrubs so they are lower than the bottom of the windowsill.

This looks like a Chamaecyparis obtusa, Hinoki falsecypress. The shrub is slow growing and does not require a lot of pruning and should be kept to a minimum.
The shrub can be pruned when actively growing in the spring. Buds are only present where there are green leaves. A branch cut back to a non-leafy region will not form new foliage. Old wood does not resprout new foliage.
