Red worms on my tree

Are these worms or part of the tree's reproduction system. Not sure about what type of tree they are on.

We think this looks like a type of cherry tree. The red growths on the foliage are called galls and there are many types. They are harmless to the tree. No control is necessary. Here is our website on galls http://extension.umd.edu/hgic/shade-tree-galls
