What are these plants?
I am going to take a stab at this by saying that each of your photos shows plants from the same family: Euphorbia. The low-growing ground cover may be cushion spurge, Euphorbia polychroma. This fact sheet from Cornell will tell you more about it: http://www.gardening.cornell.edu/homegardening/sceneae30.html.
The second photo may be of Euphorbia characias. The Brooklyn Botanic Garden has nice descriptions of it and other members of the family: https://www.bbg.org/gardening/article/enterprising_euphorbia.
Washington State has a fact sheet on that particular variety, but do not be discouraged by the size of the plant pictured. Our climate is a bit different than that in the Pacific Northwest and plants would not perform the same, but the information may be of interest to you. I could find nothing from universities closer to home: http://www.pnwplants.wsu.edu/PlantDisplay.aspx?PlantID=79
Best of luck with any new additions to your garden.
