Led lights for seed starting

Are LED lights effective for starting seeds indoors?

LEDs would be effective, but are overkill for plants that are going outside eventually. Inexpensive ordinary shop lights would be just as effective and much cheaper. Pay attention to the distance between the light and the plant. If the plant gets too close to the light, it can burn; too far and it doesn't get enough light. I'd run the lights 16 hours a day.
