Sick rosemary plant

My small rosemary shrub has survived 2 winters at this point. It did not look well by the end of the 2019 season and looks even worse now (April 2020). Can you help me figure out what is going on with it? I believe it is dying. Leaves at the base of the plant look a lot worse than those at the top. I am including photos.

Your second photo shows what looks like old insect damage (stippling) from a sucking insect. If the plant is in a good location for it (See this page from our website on rosemary: https://extension.umd.edu/hgic/topics/rosemary) , we suggest cutting it way back and letting it regrow and fill in this growing season. Keep an eye on it and hose it off with water occasionally during the summer.
