Is it late in the season to move two year red twig ddogwood "Aritic Fire"? It grows taller then I had expected.

It is ideal to transplant in earlier spring before it begins to "leaf out." However, it's a tough plant and will likely handle a transplant ok if you're itching to do it now. Another option is to leave it where it is but prune to manage size and continue to highlight the beautifully colored stems--- here is a nice, short video from RHS that explains how to do this https://www.youtube.com/watch?v=ZiGhgQFky5I.
