Using milk crates in pond construction

Our pond has numerous large milk crates in the bottom of it. Why would someone put crates in the bottom of a pond, we would maybe like to take them out and make it deeper.

Sorry for delay. Times are very unusual, and I was hoping somebody from Oregon might weigh in.
The only thing I could imagine would be (1) disposal (out of sight, out of mind) of a surplus by somebody who owned a commercial operation and generated commercial-scale waste or (2) an effort to create fish-attracting habitat. I would expect 1 could look more like filling a pond to the point of reducing depth. I would expect 2 to take a more scattered, mounded appearance. Even if 2, it seems an odd choice.
