Prepping a large area (empty city lot+) for native plants?

What is the recommended procedure for prepping a large area (40'x100'+) for native plants? I'm only aware of 2 -- toxic chemicals or smothering: the former being ecologically unacceptable to me, and the latter being unwieldy, plus what does one do afterward with the smothering material, be it cardboard or roofing rubber?

For non chemical, eradication of weeds, use cardboard or 30 sheets of newspaper over the entire bed, cover with leaves, etc. see the link for instructions. The cardboard will break down and become part of the soil.

Roofing rubber will not work for a native planting.
