What is it ?

I found this on an evergreen shrub in my landscape. Do you know what it is ? Fungus ? Bug or worm cocoon? What do I do with it? Cut it off and then spray with something ?

It is a fungus called cedar Apple rust. It’s harmless on cedars. When it rains in spring these galls turn orange and the spores blow in wind to apple trees that are in bloom. Then the Apple gets infected. The symptom in the Apple tree is yellow spots on leaves. Won’t hurt Apple tree really but not ideal. Not harmful to humans. Seems like there are a lot of these galls this year. I’ve seen a lot.
