Oak stem issue

There is something causing the tips of some of the branches to split open?

Thank you for the question. Although the detail is unclear, this appears to be the "Ruptured Twig Gall" caused by the Cynipid gall wasp Callirhytis perdens. Galls are not usually treated and in most cases do not do significant damage to the tree. Check out the following links:
