Commercial Mowing “Essential” COVID-19

Asked March 28, 2020, 1:16 PM EDT

I was just looking for a resource or maybe MSU Extension would know, with the most recent Executive Order , landscaping is considered non-essential but is unclear as to what is considered landscaping, do you know if lawn maintenance such as mowing is included in the order?

Sorry for the delay. As you know, things are rapidly changing.

In Monday's press conference, Governor Whitmer clearly stated that landscape services are not included as a business necessary to sustain or protect life and ordered us to stop working and stay home. Based on this statement, if you are not directly exempted in Executive Order No. 2020-21 if you are not a “business necessary to sustain or protect life”, we are recommending that you cease working until this Executive Order expires on April 13, 2020 at 11:59 p.m. We are hearing that enforcement actions are planned and in some areas are already taking place.

There are several recent Coronavirus-related Executive Directives and associated Questions and Answers found on https://www.michigan.gov/coronavirus/0,9753,7-406-98178_98455---,00.html. The following Question re: the Executive Directives specifically addressed lawn care operations:

· Executive Directive 2020-21:

May landscaping, lawn care, tree service, irrigation, and related outdoor maintenance companies operate under this order?

A: No, except if the service is necessary to maintain and improve the safety, sanitation, and essential operations of a residence. Therefore, cosmetic and non-emergency maintenance and improvements to the outdoor areas of residences and businesses are not permissible under this order. Any necessary landscaping work that is carried out while the order is in effect must be done in accordance with the mitigation measures required under section 5(c) of the order.
