Hello. I am unsure of what seeds you are referring to as cold weather seeds, could you let me know what kind of seeds you are thinking of planting? Soil temperature and moisture are 2 important parts of seed planting, along with light. Usually there is info on the seed packet about when and how to plant. Are you growing veggies in containers or flowering annuals? And as an aside, did you figure out what type of ivy you have? If it stays evergreen it is a type of English ivy and if the leaves fall off it is Boston ivy. Thanks for any further info you can provide.
