Most of the primitive plant structures we see on tree trunks at this time of year are either moss, algae or lichen.
These are not affecting the tree's health, just opportunistic. They are there because the tree trunks have been moist, shady and cool. The tree bark is not being compromised in any way, if the tree is failing then there is another issue.
There are no labeled chemical control for any lichen, moss or algae.
