Dying thundercloud tree

How can I tell if my tree is past the point of reviving? As you can see in the background all the neighbors trees have already bloomed and have full leaves. That one tiny bud is all my tree has.

Unfortunately, it does appear that your tree is very desiccated and is lacking moisture in the stem tissue. If you break a branch and do not see a layer of green tissue or it snaps an is brittle the cambium layer has died. The cambium layer is the lifeline for the tree.
It may attempt to sprout from the trunk but this will not create a strong branch structure for the future and it is probably best to remove the tree and investigate why it did not make it through the winter.
