When does the ground in Washington County thaw enough to roto till for a new garden

The time varies from year to year and from place to place depending upon the kind of soil and other local conditions.

Forking or spading a bit will indicate whether the soil is still frozen. Even if the soil isn't frozen, it's important not to till or dig until it is relatively dry and friable.
