Can lawn pre-emergents be applied now and what is a good brand of emergent to apply in Zone 7 ?

Specifically, I wanted to know about a preemergent for for Japanese Stiltgrass.

Here is some information from the Montgomery County Dept of Environmental Protection regarding a new law regarding pesticides.

Montgomery County’s pesticide law bans the use of most synthetic pesticides, including herbicides, insecticides, and fungicides on private lawns, playgrounds, mulched recreation areas, and childcare facilities. Organic pesticides are allowed. There are some exemptions for the use of synthetic pesticides, including for biting insects, indoor pests, and tree and shrub pests. Go to the
